Foster City is one of the Bay Area's youngest cities — and one built almost entirely from scratch. In the early 1960s, real-estate developer T. Jack Foster and his sons bought Brewer Island, a largely submerged sandbar in San Francisco Bay, and set about turning it into a planned community. Over five years, millions of cubic yards of fill were dredged and piped in to raise the island above sea level, and a network of lagoons was carved through the new land for drainage, flood control, and waterfront living. The city incorporated in 1971 with about 12,000 residents; today it holds more than 33,000, and the lagoons Foster insisted on remain its signature — a man-made waterfront where there was once only open bay.
